Mr. Testa's opinions concern construction: the physical condition of buildings, the causes of those conditions that construction expertise can determine, installed work compared with its written requirements, and the repair and its cost. He is not a licensed professional engineer, architect, home inspector or meteorologist, and he is not an attorney, insurance adjuster or public adjuster. He does not give structural-design or meteorological opinions, interpret insurance policies, give legal opinions about contracts, or value insurance claims.
